What is this error message?

Everytime i try to post i recieve this error message for several minutes "The last posting from your IP was less than 30 seconds ago. Please try again later."  The thing is I never made a post before i atempted to. It finally goes through after several minutes.  Anyone else have this same problem.

I get this message when I am trying to send a message, and then send another in a few seconds.  I guess it's too quick.  But you say you get it when you didn't attempt to make a post so I am not sure.
