We have a by-law in the Niagara Region - any resident not zoned commercial or agricultural has to get a permit if they want to cut down a tree on their property.  The town comes out and inspects said tree to see if there is a good reason to cut it down.  If the town finds it a reasonable request, then the tree can come down, but another one needs to be planted, not necessarily in the same spot, but on that property.

Infuriating, 1/2 the time they rip off just a snag of a piece. Lucky if you can ever get it to work right! Ugh!
