If you're talking about the Pogo chat when someone types it in blue with the *'s around it, anyone can do that. So, no, it isn't necessarily a "Pogo cop". You just type /e before your message and it turns up like that

Pogo workers are always supposed to have the workers badge beside their name at all times anyways. That's the easiest way to tell if they work for Pogo. That and if they have a name like "Pogo__(Insert name here)"
