Ossining isn't really upstate.  It near Tarrytown (Sleepy Hollow), NY - in or near Westchester.  Pretty much just north of Yonkers and NYC.
The prison Sing-Sing is there, I believe.

Any town in NY that's outside the five boroughs is referred to as upstate if you live in the city but I know northern NYers don't be liking it when places like westchester and Putnam counties are referred to as upstate just b/c that's as far north as Manhattanites are willing to drive.
