The actual anniversary is the 23rd of each July.

So does the day of the week that Pogo awards it to us. Usually one day later in the week the following year, except for a leap year, when it will be two days later in the week.

It is how it works out. That is why sometimes, your birthday or Christmas or some other day is on a Monday, or a Wednesday, etc.
