Adding memory will speed up your computer.   And it is not expensive to do.  Just make sure you get the right memory for your computer

sometimes it's better to just get a new pc....you can get desktops for $300 now

by the time you upgrade everything you can windup spending more money on parts than a new pc would cost

right now hp is having a deal at staples if you recycle your old pc with them they will give you $100 off a new hp.  Pretty good offer for a junk pc.
