Question about TOS

Ok this is my first time posting and not sure where I can ask this question. I would like to know if your are in a non censored room and playing at a table can they report what you say at the table? I have tried to report someone for rude behavior and got a pop up from pogo stating that you cant report from the table. My question is others say you can go to the Lobby and port there for what is said at the table, is that true. Sorry if this sounds dumb but its the best way I can say it.
