Computer doesn't "sleep"

I have my power options set for the monitor to go off after 30 minutes of inactivity and for the computer to go to sleep after 45 minutes of inactivity.  This setting is found in the Control Panel under Power Options.  My monitor goes off in the allotted time period but the computer never sleeps.  Is there another setting I should be activitating?  Thank you ...

Something is keeping it from sleeping (a background program). There are ways to find out which one. This *should* work, but depending on your version of Windows, might not: https://www.cnet.com/how-to/find-out-what-program-is-interrupting-windows-sleep-mode/

Once you know the program, you can go from there. Either killing it in the task manager or setting it to manual or disabled in the services.msc screen.
