The technical problems are all fixed now and to make the badge more accessible, the criteria is now changed to "reach the 2nd Goal 15 times this week". If you are still facing issues with this challenge criteria then I would recommend you to try yourself during this week. I hope you will win the badge.

What the heck am I supposed to try myself? What is the rep insinuating?
So not only was it changed to what it was originally, I guess we are supposed to get technical and what....hack into their programs and see if we can do whatever it is they can't do? Seriously, that's the worst message I think I've ever seen from POGO. You might as well have written it in Klingon and I might have understood it better. Oh wait! I think I understand! They want us to try playing it ourselves instead of letting Uncle Otto do it for us. Silly Pogo!

Express Yourself Badge 12/08/09
There were some technical difficulties with the Express Yourself badge. First of all, we would like to thank all of you for your patience while we sorted the issue.
Originally, the requirements of the Express Yourself badge were to reach the 4th Goal 15 times. During testing, we found that reaching the 4th Goal 15 times might be too hard or time consuming for some players.
In order to make the challenge more accessible, the badge requirements were lowered to reach the 4th Goal 6 times. However, our team faced some unforeseen technical difficulties making the change, which created some confusion the morning of the badge release.
The issue has been fixed now, and the challenge has been adjusted in a way to make it more accessible, while providing a good amount of game play.
The challenge has been changed to reach the 2nd Goal 15 times.
Keep in mind that to reach the 2nd Goal, you need to accumulate enough points to move on to the next goal. In other words, your progress bar must be full before you can reach the 2nd Goal.
We apologize for the confusion and sincerely hope you enjoy the challenge."
...what they really meant to say was "we really screwed the pooch this time"
