Earlier this year, in April there was a Texas Holdem glitch. In the glitch, you and a partner would fold til you both get 2 spins and winner stands on spend. If you had done it correctly, the loser should also win the same amount of tokens that was in the pot(would show a replay). This was most effective in super rollers. I made 42 million tokens in 2 weeks. So I personally think that this had to have been best for making tokens in pogo history. :)
Making that many tokens in one game and sporting that high of a token amount can only draw negative attention to yourself. I honestly don't see what the deal is with wanting an insane amount of tokens when the Pogo cronies are constantly going through everyone's profile.
